Driving without a US license

my cousin was busted for reckless driving with his parents visiting from S. Korea. None of them are citizens and he does not have his visa or valid driving license yet. First offense ever. If he pays the court fees will this impact his visa application?

You say "he does not have his visa or valid driving license yet." Yet? If so, your cousin would appear to be dabbling perilously close to the periphery of detention as an undocumented alien, and, consequently, would appear in need of a defense counsel who understands the legal interstices between current immigration and criminal law. And, if he should be fortunate enough to timely locate such a person, your cousin would be well advised to hire her or him for his case without further delay.
