I was convicted of DUI first offence in Newport News Virginia. I live in West Virginia and I had to pay $300 to the ASAP program but since I dont live there could not do the class through them I was told to find a class in West Virginia to take. In West Virginia the same class is going to cost $250 why do I have to pay twice for this class but only actually attending one of them? Is this legal and is there any other alternative for me?

You might think of it as an extra penalty for driving drunk in the Commonwealth.
