I would ask who or what official informed you of these requirements that you reference since little of what you claim makes any sense in my experience as a lawyer handling DUI cases?
A Virginia resident who is convicted of DUI in another state (such as West Virginia)would normally have his or her privilege to drive suspended in that state and likely be subject as well to other penalties imposed, but could not be compelled to have his or her driver's license transferred to that other jurisdiction as long as this individual remained a bonified resident of the Commonwealth.
