DWI Reciprocity
I just received a DWI in VA, where I reside...in what state can I get a License that will not j=know my VA record.

Very unlikely(due to driver license compact between states and extensive databases which now exist to track such information), and, furthermore, you must disclose your Virginia DUI on any application for any license for which you might apply in any other state.
