what does noll process mean and can the prosecution proceed?

Case dismissed by the court on motion by the prosecutor. But, yes, such a case can be brought back for later prosecution against a named defendant as long as it's done within any applicable statute of limitations (time limits).

It means that it was dismissed without prejudice. Sometimes prosecutor will do it when the witnesses do not appear or lacking evidence on that day.
