Legal Question in DUI Law in Virginia

How does one who is taking high doses of narcotics for chronic back pain justify not driving when others state that because of the amount of time they have been taken, a degree of tolerance has been established and it should be okay to drive. I am taking ~ 100 mg of methadone per day for baseline pain and up to 10 mg of percocet for breakthrough pain throughout the day. I live in Virginia and have not been given a straight forthright answer. I do not drive but must justify the reason regularly.
