Very unlikely, since Va. Code Sec. 18.2-271.1E which governs the

issuance of a restricted license in a DUI case, says nothing regarding

the court having discretion to substitute the ignition interlock system for

a restricted license. Indeed, any references to the ignition interlock system

in the relevant statutes is in the context of making it a requirement in addition

to the restricted license.
