film release necessary?

Thank you for your consideration.

If an international organization were to film a childcare facility and conduct interviews with childcare providers, there will inevitably be children in the background. Are there special release requirements for minors even though they will not be interviewed?

If the children are recognizable on camera you would need a release. The rules are no different for adults. Under any circumstances and regardless of the law, the film company should work out the "ground rules" so no problems are encountered after the shoot. Parents should definitely be consulted and given the opportunity to exclude their children being filmed, even in the b.g.
