Legal Question in Family Law in Virginia

An 18 year old boy and 16 year old girl (siblings) are sharing a bedroom in PA in the custody of their mother. Is this grounds for custody (of the 16 year old) to change to the father who lives in VA in a VA based custody battle?

That would be up to the Virginia judge presiding over the custody case to determine within the context of all of the other factors that this judge is bound by law to consider in deciding what is in the best interests of the minor child.
