Legal Question in Family Law in Virginia

17 year old and 19 year old

my friend is 19..his girlfriend is 17.Her father caught my friend with his daughter first time. Her father let him go and told the girl to never speak with my friend again. Girl still talks to my friend. my friend gives her his phone so she can talk to him. Her father finds out about the phone and is refusing to give it back. Her father is threatining my friend by telling him that he will inform the law because his daughter is a minor. Cell phone cost about 400 dollars. Her father has no info on my friend besides his first name and his cell phone, which is currently out of battery. And no proof that they were actually dating or whether or not they had sex. If he informs the authority what could happen?

If there is no credible proof that the adult had sex with the minor, what would the father be reporting that would have legal significance?

Answer: ZIP. (The third apparent sentence of your question is somewhat misleading in that it seems to suggest a situation involving the father catching the two "in flagrante delicto" as those of Italian persuasion might say.)
