17 year old wants to move to fathers

My son is 17 years old and wants to move to his fathers house in GA when I live in VA. His father is going to let my son's girlfriend live in the same room with him. His father has never paid child support and does not see him on a regular schedule. Maybe once every other year. Do I have to let him go? Can I keep him from moving down to his father's house?

Yes, of course, you can keep your son from this arrangement, as long as he is a minor and there are no valid court orders currently in effect that would allow for it.
