Legal Question in Family Law in Virginia

there is a 16 year old, he has 3 siblings, his stepdad is there father. The problem is the stepdad is very verabally abusive to him, is made to take care of the other 3, which he does lovingly, the dad talks and texts him threating him about everthing he needs to make sure he does, this is a kind, good young man, but he is scared and reaching out for help, what can be done.
