Legal Question in Family Law in Virginia
How can a 15 year-old child get a REPLACEMENT passport when her Mother destroyed her original passport? The Father has custody of the child per the courts. Is there a rule that both parents must fill out forms to get a replacement? Since the parent that destroyed the documents is not availble and is possibly in jail, she cannot make herself availalble Any suggestions?

So, as the parent with sole custody of the subject child, fill out the
State Department's application for a replacement passport and explain
(if even necessary) the circumstances as to why the mother has not joined
in this application and affixed her signature to it, and send it in with whatever
other documents that must accompany it along with the required fee.
