abusive stepfather wants to adopt

My daughter remarried 3 years ago & the new husband has become unreasonable & controlling. Her sons are afraid of him. He doesn't hit, but yells at & harrasses both them & my daughter, won't let the one boy take his asthma medicine, arbitrarily pulls them out of activities, etc Bio dad has no contact for years & owes over $7K in child support. Stepdad also wants DCSE ''out of his life'' because of what he perceives as incompetence, and also wants bio-dad ''gone forever.'' I am afraid both my daughter & the children are too intimidated to stop him from adopting. Is there anything I as a grandparent can do?

You could offer to testify at any court hearings scheduled in the matter as to why this allegedly abusive stepparent should not be permitted by the court to adopt these children. (If not permitted to testify, you might also consider writing a letter to the judge presiding over the adoption case.)
