name changes

Can I add to my boys' last name without the permission of the natural father who has not seen the kids in 4 years? I do not want to totally change their last name. I only want to add to it by hyphenating their last name with mine.

Sounds like a name change to me for the minor child which would likely require a motion to be filed with the local circuit court and notice properly served upon the child's father with opportunity for him to object at the hearing scheduled in the matter before the court may grant the motion for the proposed name change.
