Legal Question in Family Law in Virginia

Adoption

I would like to adopt my wife's child. We reside in Virginia, and the child's father resides in Texas. Previous to our current residence we all lived in Puerto Rico (including child's father). What adoption law do I have to follow to be able to orient myself with procedures?
