Can a woman sign her parental rights away to another person, giving her infant child to anyone that she wants, without going through state, county , etc.?

No, a parent's rights and obligations with respect to her minor child cannot be transacted away willy-nilly in the manner which you've described. Only a court of law with proper jurisdiction over the matter would have such authority---and you can be assured that it would not be done in a willy-nilly manner.
