aid to dependant children

Is the custodial parent of two minor children responsible for an aid to dependant children debt,when the father is working and able to pay?

Re: aid to dependant children

The custodial parent receiving the ADC benefit

on behalf of the dependent child(ren), irrespective of whether s/he herself is included

in the grant, does not incur any debt on her part to the Commonwealth.

In contrast, the non-custodial parent responsible for the children receiving the benefit, automatically incurs a debt by operation of law equal to the full amount of the benefit unless the Division of Child Support

Enforcement(DCSE) or a court of proper jurisdiction determines otherwise.
