American married to German - Divorce

Man marries German, they married in VA but she returns to Germany and they never establish a household and now he wants a divorce. They have been married less than 1 yr and he is in the military and now living in GA. What can he do, ga attorney says he cannot file here.

He will be able to file for divorce in Georgia

or in any other state in which he has established his legal residence.

A military person CAN file in Georgia if (1) he has been a bona fide legal resident of Georgia for 6 months, or (2) in some cases, if he is a non-resident who has been continuously stationed here for a sufficient he can also file here. I'd need details to determine if there is any other reason not to proceed here, but he may be able to file in Georgia.
