Appeals on Child Support and Medical Bills

The NCP is appealing a JDR ruling on child support and it goes to court in Dec 2002. My question is do I need an attorney to deal with this appeal, CSE is going since they are involved in this. Also, the NCP was ordered by the court to have insurance on the child and he did not, one reason the child support went up since my husband and I supply the insurance, my son needed surgery and we had it done (had a major hearing problem). The thing is that our insurance company turned down the claim and now my husband and I have over $11,000.00 in medical bills, in Circuit Court can an attorney have a motion filed for these bills on the same day as the appeal to be heard? I have written both the attorney for the NCP and the NCP asking for the insurance information or payment and have received nothing from neither.

The attorney for the Division of Child Support Enforcement(DCSE)should be able to deal with all relevant issues in the appeal, including the issue of the insurance, but it is important that you make yourself available to him or her to provide whatever assistance from you that may be required to uphold the ruling of the lower court.
