Can it be argued in Small Claims Court the spouse of my 22 year old college dependent is responsible for the deductible under dad's health insurance plan in Virginia?

8.01-220.2 is clear, however, married dependent is covered under dad's policy. The husband of the bride has no insurance

The statute referenced has to do with spousal liability for the

provision of emergency medical care and in no way (in my opinion)

could such liability arise under the situation you've described for "the

husband of the bride [who] has no insurance".
