I was asked to waive my rights to the notice of the Commissioner in Chancery, and the taking of depositions before the Commissioner in Chancery. Is all this normal for an uncontested divorce?

Yes, these waivers of one's right to receive various notices and to have depositions before the referenced commissioner are customarily executed by the defendant in uncontested divorces.
