Biological mother pursuing contact

I adopted my stepson three years ago. His biological mother has sent letters, cards, money and gifts (more than when she had partial custody!). She has made comments about moving to our area and has checked to see what school my son attends. Most recently she has put an ad in our local newspaper ''recognizing'' her son. Until this point I had not let my son read the letters, but the ad has made it impossible for us to ignore. She resides in California and although the adoption was finalized in Pennsylvania we now live in Virginia. I am wondering what can be done so that she is not permitted to keep interfering with his childhood.

The mother is entitled to place the ads under the First Amendment to the Constitution. Until there

is more invasive interference on her part , directly traceable to her, there's not much you can do.
