Legal Question in Family Law in Virginia

my brother got a durable power of attorney and my mother is still alive and i take care of both of them at our house.my brother live's 15 miles away and took my father out and returned him home and had no recolection of where they went? what can we do, my brother has been trying to prove he is incompatant now and has plans to put him in a retirement home and sell every thing? please help? tena
