In a case of joint custody where the secondary parent gives a cell phone to their child but the primary parent takes it away so the child cannot call the other parent: Is that legal? The child is 11 and the cellphone is monotered closely. Primary parent lives inVirginia and the other lives in West Virginia

UNREASONABLE RESTRICTION OF CONTACT IF DONE ON REGULAR BASIS MAY MOUNT TO A SUBSTANTIAL CHANGE OF CIRCUMSTANCES AND RESULT IN A CHANGE OF CUSTODY IF IN CHILDS BEST INTEREST.
