Name Change for Child

I have a court order from Texas that states the name of my child is to be changed to reflect my last name. The Virginia Dept of Vital Stats has told me they can't accept the order. The state of VA will not recognize it. I have attempted to get my child's birth certificate for over a year now. Texas recognizes me as her father. She is in my custody. What can I do? I've already spent almost my last dime getting custody of her. She is 16 months old now and without a birth certificate. She needs a SSN change as well. I almost didn't get her medical coverage because of this and even then--it is temporary. I NEED HELP FROM the great state of VIRGINIA ASAP!!

You can pick up a packet of forms with instructions entitled "Name Change for a Minor" which explains how to do the name change on your own without an attorney. The packet is available in the clerk's office (civil division) of some Virginia circuit courts.
