Need to change my daughters last Name

I live in Northern VA, and need to change my daughters Last Name from the mothers to mine. I have a fully custody of her.

What needs to be done for that to happen, can you recommend a lawyer in Northern VA

No lawyer needed for this name change unless you don't want to do it yourself. You can pick up a packet of forms with instructions entitled "Name Change For a MInor" from the clerk's office of certain circuit courts which explains how to go about doing the name change on your own without having to retain the services of an attorney.
