Name Change

I got a divorce in May of 2004. In the the divorce digree I have soul custody of my daughter DOB:11Mar03. The father was court ordered to pay child support and it was to be garnished out of his wages and paid thru the courts. Since the divorce he has had no contact with me or my daughter. I am in the process of trying to change her name but, I have no idea where he is. My question is how do I sufficiently notify someone if I don't know where they are? Also, I'm active duty Air Force and my divorce was finalized in Pulaski County/Arkansas. I now reside in Virginia with my daughter.

Re: Name Change

You probably should make an application for full services with your local district office of the Division of Child Support Enforcement(DCSE)which would include locate as well as enforcement services for your unpaid support order. Once the defaulter is located, you could then petition your local circuit court for the name change.

DCSE is a Virginia state agency (under Dept.of Social Services) and there is no cost to apply for their services.
