Legal Question in Family Law in Virginia

name change

My son is wanting to change his last name. He is 30yrs. old. He is in Virginia, right now but will be moving back to Florida in a couple of mos. Does it make any difference in what state he does this at. thank you

Re: name change

He should be petitioning for the name change in the state where at the time he files the papers he's a bona fide resident and domiciliary.
