child abandonment

my question is when is a child consider abandon by his father when the child resides with the mother and the father pays no child support?

In the case you have stated, there is no "abandonment" of a child by a parent so long as the child without government intervention is being cared for by an authorized person. The most significant consequence of his conduct is that the child might be legally adopted without his consent and that would terminate his parental rights.
