Can the custodial parent stop the non custodial parent who has joint custody from taking the child on an out of state vacation?

If the non-custodial parent to whom you refer has joint legal custody of the child and there is no such prohibition in the custody order itself, this parent can likely take the subject child on such a vacation even if the other parent opposes it.
