Legal Question in Family Law in Virginia

child custody

my husband and i have temporary custody of his neice's boys. Their mother hasn't renewed their papers this year and this is preventing the youngestest one from starting kindergarten on time, what legal course,if any do we have? We have had the boys for four years now. There have been no problems in the past with getting the papers.Our home state is Alabama, but we live in Virginia. She still resides in Alabama. We all visit at least once,sometimes twice a year. On visits, the boys stay with her, unless there are safety issues.

What papers are you referring to? (If you currently have valid temporary custody of these boys, there should be nothing to prevent you from enrolling the youngest one in kindegarten in the Virginia school district where you currently reside.)
