Legal Question in Family Law in Virginia

I needed to find out what happens when you have never been allowed to see your child and then all of a sudden after twelve and a half years the maternal aunt and uncle who have taken care of him decide to apply for adoption. The father my husband who has never been accepted by the family applies for custody/ visitation. what happens with the fact that in VA. the child has the right to decide. How can he decide if he does not know him. What is the legal aspect of it all.
