I would like to know how to stop the newly appointed primary care giver but have joint cutody from moving to another state

By newly appointed I assume you mean there was custody trial. If the primary custodian intends to move with the child and your visitation would be affected by the move, you can have the court reconsider the custody arrangements, but you have to prove that granting custody to you is in the best interest of the child. There really is no way to keep the other parent from moving, but if the court determines such a move would not be in the child's best interest, the court can change custody to you.

If the impending move was made known in the trial by which the other parent was granted custody, the court may already have made the determination that such a move would not be against the best interest of the child.
