Legal Question in Family Law in Virginia

if a child was given to a grandmother for legal guardianship, and the mother is deceased and the grandmother is also, and the mother never sought to regain guardianship of this child, does this child still have legal rights as an heir to her mothers estate?

also to add the mother never saw the child since it was given to grandmother 15 years ago.

Unless the mother's parental rights to the child were terminated by a court of proper jurisdiction, the child should continue to have rights of heirship with respect to her mother.
