How is a childs support payments calculated. Is it set by the government or by the individual state.

Individual states and you can find Virgina's Child Support Guidelines in the Code of Virginia at Sec. 20-108.2 with an explanation as to how the required calculations are done to accommodate the various circumstances of the parties involved.
