child support determination

I know according to the child support guidelines in the state of Va. they base it on the combined gross income of both parents and then divide it up based on what percentage they pay is what they owe. What is done in an instance where the parent reciving the support is unemployed? Do they base the amount solely on the employed parent and if so does that make that parent 100% responsable for the schedueled amount?

Employed parent pays 100% of schedule amount of child support where other parent is unemployed (including cases of shared custody or split custody) but not in cases where employed parent can prove voluntary impoverishment of unemployed parent.
