Can the Division of Child Support Enforcement be sued for refusing to comply with a court order; and not returning my attorney's phone calls?

Why, of course, DCSE could be sued for any or all of the reasons which you've cited (including others which you have not). However, I would not, if I were you, count on winning such a case.
