Legal Question in Family Law in Virginia

child support

My divorce decree states that my ex has to pay for half of medical bills, extra-curricular activites, and clothing for my children. He has not. Can I take him to court and take care of this myself without hiring a lawyer. Is this a civil matter? What forms do I fillout. Thank you.
