If the father gives up all rights can i still recieve child support?

No, but no Virginia court is likely to permit that to happen(father giving up parental rights)unless there is an adult male available and ready to become an adoptive father for the subject child involved.

"Giving up all rights" to a child is a tricky and difficult thing to accomplish.

If he simply wants you to have sole legal custody and has no interest in visiting with the child, then his child support obligation will continue.
