if you relinquish right of the child do you still have to pay for that child?

You probably mean to ask, if a court of proper jurisdiction should terminate your parental rights with respect to a particular child, would you still have to pay ongoing child support for that child? The answer is no, you would not.
You should be aware, nevertheless,(as many folks apparently are not) that a parent may not relinquish such rights by merely signing a paper purporting to accomplish that which is then notarized. Only a court has the power to terminate such parental rights (and obligations) by issuing an appropriate order to that effect.
