Child Visitation

The biological father of my 10 month old left me when he found I was pregnant. He also left me 30,000+ in debt. He denied her, and has never tried to contact me about her. I don't mind him not bothering me but I don't know what to do about him. Should I try for Termination of Parental Rights, or should I just let it go that he never cared? I just want to know what the best possible course of action would be in this matter. I should add that he is a great manipulator getting anyone to feel what he wants them to feel, and I am afraid he would do this to my daughter should he be allowed to see her. I am afraid of her getting hurt. What should I do?
