Children Testifying

Is there a law or statute that say's a child of a certain age can/cannot testify against a parent in a criminal proceeding.

as far as I know, there is no law or statute. A 4 year old can testify as far as I can tell. The likliehood of a very small child testifying is minor. They're not reliable witnesses, and the judges have wide discretion in their testimony.
