Is there a special tax law in va reguarding how much the non custodial parent pays for child support determines who gets to claim the child on their taxes?

No, there is no such state tax law of which I'm aware. The parent who supports the minor child in his or her home, providing the child with more than 50% percent of the child's support, is the one who gets to claim the child as a dependent deduction on his or her tax return. This is a rule/regulation of the IRS and not that of the Virginia Department of Taxation.
