Clarification of Visitation

My daughter's father and I have a mediated visitation agreement that states that he sees her the 2nd/4th weekend of every month. We are supposed to alternate months so neither one of us does all of the driving (we live in different cities). When I go to him my hours are 11-5pm and when he comes to me his hours are 1-7pm. Holidays, his birthday, etc... are to be mutually agreed upon (transportation, time, etc..) 7 days prior. He is to come to us this month (June), but did not come nor call this past weekend (which was a scheduled visit weekend), in fact he has not been here since February. He sent a text on the Monday after the missed weekend regarding Father's day. He eventually called on Tues. after I advised I did not plan to come back to Richmond until next month which is my month to travel, but he was welcome to see her he'd just need to make arrangements. In my understanding his time for planning had passed and I'd therefore made other plans. Am I correct in stating I'm not legally obligated to take her there, but can leave the planning up to him to see her since he did not make contact within the stated time frame?
