Legal Question in Family Law in Virginia

I am going to be going to court with my daughters biological father for child support. If he signs over rights does he still have to pay for child support in the state of virginia? If so, where can I find the website to print out the information?

A father does not escape his child support obligations in the Commonwealth(and in most other U.S. jurisidctions)nor unilaterally absolve himself of his parental rights/responsibilities by signing a piece of paper which purports to "sign over his rights" to a particular child--even one that is properly notarized; only a court of proper jurisidction is empowered to make such determnations.
