I currently have a mediation court clinic appt scheduled in the state of NM in March, less than one month away. I need to reschedule it for the summer but no one in court system in NM seems to be willing to put forth the effort to help me reschedule. Can I just file a motion in the state of VA and have the entire custody/visitation case brought to the jurisdiction of VA. I and the children involved in the matter have lived in VA for almost five years. Who do I need to file with to change the jurisdiction and can it be done.

You should be able to petition the Juvenile & Domestic Relations District Court(J&DRDC)in the city or county where you now live to establish Virginia jurisdiction over the relevant issues involving custody and visitation since the children have now apparently been living in the Commonwealth continuously for at least six months or more.
