Re: court order for custody visitation
You should file a motion in the Virginia court which has jurisdiction over the custody matter and request that a Rule to Show Cause be issued against the mother (as to why she should not be found in contempt of court and be sanctioned, accordingly).
Re: court order for custody visitation
File a Petition for Rule to Show Cause in Virginia citing her violations of the court's order. These events may suffice to alter the visitation schedule and/or put in place some other protective measures.
