how long would it take to get a court order to prohibit children being taken overseas on vacation? and what grounds does there have to be to get a court order for this purpose?

Without more specific and relevant facts(including the name of the court), I couldn't say. The grounds for such an action might include something like "such a trip would expose the children to an unacceptable level of danger or the traveling parent does not intend to return with the children to the United States" with evidence supporting such an allegation.
