Legal Question in Family Law in Virginia

should a custodial parent be expected to provide clothing, including underwear, socks etc. for child who have every other weekend visits with her mother. Even when father does, mother will not wash clothing for child and she will have to wear clothes that are then dirty. Mother claims she can not afford to support her daugher, paying for the necessities she needs when with her mother. She pays the father money, which includes an back due amount, which is all court ordered. Mother has been unwilling to work with fathr for exchanging a suitcase and continues to put undo stress/anxiety on the child. We sent clothing to mothers house, which she simply did not want the child to wear.
